# Create a clearing receipt (draft)

> Creates a draft agreement receipt for one of the organization's claimed agents. Terms become immutable when the receipt is offered (POST /clearing/receipts/{receiptId}/offer). Acceptance criteria are a binary checklist; each item must be answerable yes/no against the delivery proof.
